This Web site is the online center for public information and involvement in the 2009 National Transmission Congestion Study (Congestion Study).
The Federal Power Act, as modified by the Energy Policy Act of 2005, requires the Department of Energy (DOE) to complete a study of electric transmission congestion every three years. DOE issued the first "National Electric Transmission Congestion Study" (Congestion Study) in August 2006. The Department is now initiating preparations for the 2009 Congestion Study, and seeks comments on what publicly-available data and information should be considered, and what type of analysis should be performed, to identify and understand the significance and character of transmission congestion. On March 25-26, 2009, the Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE) conducted a Technical Workshop to receive input from subject matter experts on the historical transmission data in the Western and Eastern Interconnections and on studies of future transmission projections in the Western and Eastern Interconnections.

Persons interested in providing comments concerning the process and congestion metrics for the 2009 Congestion Study may submit written comments for the record at the regional workshops, submit comments by mail, or submit them to DOE electronically using the online Comment Form.

All information submitted, including your name, address, and e-mail address may be published as part of the public record for this project, including publication on the Internet.

The U.S. Department of Energy held several regional workshops to seek invited stakeholder input and discussion, including comments on practical metrics for gauging levels and significance of transmission congestion. Each workshop will feature a panel of invited speakers to present their views and comments. The workshops were open to the public, and were simulcasted over the Internet.

Section 216(a) of the Federal Power Act requires the Department of Energy (DOE) to conduct a study of national electric transmission congestion (Congestion Study) by August 2006 and every three years thereafter.
The Congestion Study issued on August 8, 2006, was the Department of Energy's first congestion study. It examined transmission congestion and constraints and identified constrained transmission paths in many areas of the Nation, based on examination of historical studies of transmission conditions, existing studies of transmission expansion needs, and unprecedented region-wide modeling of both the Eastern and Western Interconnections.
